The Great Lakes Fishery Trust’s Access to the Great Lakes Fishery grant category focuses on significantly increasing access to the Great Lakes fishery for shore-based angling and tribal commercial fishing, in Michigan.

Up to $500,000 is available for access projects in 2018.

The GLFT supports its access goals through a combination of competitive and funder-directed grantmaking. Supported activities may include:
1. Construction of new access sites
2. Upgrades and renovations to existing access sites
3. Engineering and feasibility studies for proposed access sites
4. Land acquisition to support subsequent access site development

Equestrian Trail Grants, Deadline Apr. 18

The Michigan Horse Council has reinstated trail grants and they are available to any Michigan Horse Council member groups. These groups need to be non-profit, non-motorized equestrian trail advocacy organizations that support, expand or improve a public trail or campground open to equestrian use. Additional grants are also allowed by special requests, such as pledges to match projects in partnership with the DNR if it is approved by the DNR.

The purposes of these grants are to assist in the cost of an expansion or improvement of any public trail or campground that is open to equestrian use.

Michigan County Fair Grants, Deadline Feb. 1

A competitive grant opportunity for Michigan’s county fairs is now open. The grant offers dollars to make building and other capital improvements to fairground facilities. Grants are also available to other entities (such as associations or other organized events) hosting fairs or livestock/commodity expositions.

The capital improvement program provides additional funds for county fair officials to help make needed improvements to their fairground facilities; including, but not limited to, structural improvements or other renovations to buildings.

The submitted grants will go through a competitive grant process and will be reviewed by an evaluation committee.

Eligible applicants include:

  • fairs that are incorporated under Act 80 of 1855
  • county-owned and operated fairs operating under Act 11 of 1929 that have submitted all required year-end reports for the prior two years
  • fairs that did not receive a competitive capital improvement grant for the grant period of April 1 through December 31, 2017

The shows and expositions grant provides financial support for awards in the form of premiums or promotional activities of the livestock and commodity expositions. Livestock expositions hosting expos must meet the required number of exhibitors.

High Risk Rural Road Program, Deadline Sept. 2

The Michigan Department of Transportation (MDOT) ihas announced an open application period for the fiscal year (FY) 2018 High Risk Rural Road (HRRR) program, with an estimated budget of approximately $6,000,000.  This amount may be subject to revisions.

Local agencies are allowed to submit more than one project for consideration.  Federal safety funds shall not exceed $600,000 per project or a maximum amount of $2,000,000 per Local Agency for the fiscal year (including any selected FY 2018 HSIP projects).  Any non-selected projects submitted under this HRRR call for projects will be automatically rolled over to the general FY 2018 HSIP safety call for projects.  Selected HRRR projects are to be obligated in FY 2018; the Local Agency will not be allowed to delay a selected HRRR to a different fiscal year.

The Great Lakes Restoration Initiative targets the most significant environmental problems in the Great Lakes ecosystem by funding and implementing federal projects that address these problems. One goal is to improve habitat and wildlife protection and restoration. Using appropriations from the Great Lakes Restoration Initiative, the U.S. Fish and Wildlife Service (Service), Partners for Fish and Wildlife (PFW) Program anticipates funding wetland and associated upland habitat restoration and enhancement projects for conservation of native Great Lakes fish and wildlife populations, particularly migratory birds.

Restoration projects will be completed on privately owned (non-federal, non-state) lands. Emphasis will be placed on, but not limited to, completing projects within the watersheds of Great Lakes Areas of Concern and in coastal zones. The PFW Program is a voluntary, incentive-based program that provides direct technical assistance and financial assistance in the form of cooperative agreements to private landowners to restore and conserve fish and wildlife habitat for the benefit of federal trust resources.

In the Great Lakes watershed, PFW biologists from eight states coordinate with project partners, stakeholders, and other Service programs to identify geographic focus areas and develop habitat conservation priorities within these focus areas. Geographic focus areas are where the PFW Program directs resources to conserve habitat for federal trust species. Project work plans are developed strategically, in coordination with partners, and with substantial involvement from Service field staff. Projects must advance our mission, promote biological diversity, and be based upon sound scientific biological principles. Program strategic plans inform the types of projects funded under this opportunity. Applicants seeking funding under this program should review the program strategic plan and also contact the PFW state coordinator PRIOR TO submitting an application for funding.

Rural Energy for America Program, Deadline April 30

The Rural Energy for America Program (REAP) is open to Agricultural Producers and Rural Small Businesses located in areas with populations of 50,000 or less. The program deals with commercially available technology that either produces energy or conserves energy.

USDA Rural Development is currently accepting applications for FY2015 funding. The official solicitation announcement was posted in the Federal Register on December 29, 2014, advertising two rounds of competitions. Round one grant applications will be due April 30, 2015, and round two grant applications will be June 30, 2015.

There are now three new grant application templates.

–              Total Project costs of $80,000 or less

–              Total Project Costs of $80,001 – $200,000

–              Total Project Costs Greater than $200,000

Grant awards are 25% of the total eligible project costs. Renewable Energy Projects have a minimum grant request of $2,500 and a maximum of $500,000, while Energy Efficiency Improvement Projects have a minimum grant request of $1,500 and maximum of $250,000.

The REAP program can provide Guaranteed Loans up to $25 million or 75% of Total Project Costs, whichever is less. Competitions are on a monthly basis throughout the year.

2014-15 Art Equipment & Supply Grant

Michigan Youth Arts (MYA), through assistance from The Michigan Council for Arts and Cultural Affairs, is offering Michigan K-12 schools grants of up to $2,500 to pay for arts equipment (including repairs of arts equipment) or supplies being used within the classroom/school setting. Grants are determined by independent panelists, based on how well applications adhere to the grant guidelines (rather than in comparison to other applicants). Michigan K-12 teachers of any “arts” subject may apply for the grant, including: visual arts, vocal music, instrumental music, and dance. Grants are awarded on a reimbursement basis, and a 1:1 match (in terms of teacher or volunteer time, or an equivalent cash amount) is required.

All applications will be evaluated and scored using the following 3 criteria:

  • Excellence: Applicant’s past history of integrating the arts into the school curriculum, and how the purchase of arts equipment/supplies will benefit the learning occurring in the classroom or school.
  • Impact: Estimated number of individuals benefiting, and/or participating; location of project/programming – this is an explanation of the demographics and community the school operates in; accessibility; and public presentation component (if any). Special consideration will be given to underrepresented areas, communities with low access to the arts, or demonstrated need.
  • Management: Classroom Teacher – how is the lead teacher qualified to use the purchased equipment or supplies; and Evaluation Plan – how will the equipment/supplies be purchased and integrated into the classroom curriculum.

Panelists will also consider applicant’s reporting history and compliance status on previous grant awards.

Art Supply Grants – Deadline Nov. 1

National Maritime Heritage Grants, Deadline Sept. 23

Beginning on June 23, state, tribal, and local governments and private non-profit organizations can submit applications for National Maritime Heritage Grants! Approximately $1,700,000 is available for 2014. Grant proposals will be accepted until September 23, 2014.

Approximately $1.7 million in National Maritime Heritage Grants for education or preservation projects are available for 2014. Proposals for grants will be accepted from June 23 until September 23, 2014. Education projects can request $25,000-50,000 and preservation projects can request $50,000-200,000. Funding for Maritime Heritage Grants is competitive and requires a 1-to-1 match with non-Federal assets from non-Federal sources. Project grants are administered through the Maritime Heritage Program and State Historic Preservation Offices (SHPOs).

RURAL ENERGY FOR AMERICA PROGRAM (REAP)
The U.S. Department of Agriculture (USDA) is seeking applications from Agricultural Producers and Rural Small Businesses for funding the installation of Renewable Energy Systems or to make Energy Efficiency Improvements. Rural Small Business projects must be located in a rural area with a population of 50,000 or less, while Agricultural Producer projects have no rural limitations. For this funding round, USDA plans to award up to $12.3 million in grants and $57.8 million in guaranteed loans. Additional REAP funds provided by the 2014 Farm Bill will be made available with a subsequent notice.

Applications will be accepted for grants, guaranteed loans, and combined grants and guaranteed loans for the development and construction of Renewable Energy Systems and for the installation of Energy Efficiency Improvement Projects. Grants can cover up to 25 percent of total eligible costs, while Guaranteed loans can cover up to 75 percent of total eligible cost.

Eligible projects in the accepted technology areas include: Anaerobic Digesters, Biomass / Biofuels, Geothermal (including electric generation and direct use), Hydropower projects (30 megawatts or less), Hydrogen, Solar (small and large), Wind (small and large), and Energy Efficiency Improvements.

Examples of Energy Efficiency Improvement projects include, but are not limited to: the installation and replacement to more energy efficient motors, pumps, fans, blowers, compressors, grain dryers, irrigation projects, refrigeration units, ventilation systems, windows, insulation, heating systems, lighting systems, and energy shade curtains.
Grant applications & combined grant and guaranteed loan applications are due to the USDA Rural Development State Office or Area Offices, on or before July 7, 2014.

Guaranteed loan only applications will be accepted on a continual basis, but must be submitted by July 31, 2014 to compete for FY2014 funding.

Through Our Town, subject to the availability of funding, the National Endowment for the Arts will provide a limited number of grants, ranging from $25,000 to $200,000, for creative placemaking projects that contribute toward the livability of communities and help transform them into lively, beautiful, and sustainable places with the arts at their core. Our Town will invest in creative and innovative projects in which communities, together with their arts and design organizations and artists, seek to:

  •     Improve their quality of life.
  •     Encourage greater creative activity.
  •     Foster stronger community identity and a sense of place.
  •     Revitalize economic development.

Partnerships

A key to the success of creative placemaking is involving the arts in partnership with committed governmental and private sector leadership. All Our Town applications must reflect a partnership that will provide leadership for the project. These partnerships must involve two primary partners: a nonprofit organization and a local government entity, as defined by these guidelines. One of the two primary partners must be a cultural (arts or design) organization. The highest ranking official of the local government is required to submit a formal endorsement letter designating the project as the only one being submitted for the local government. Additional partners are encouraged and may include an appropriate variety of entities such as state level government agencies, foundations, arts organizations and artists, nonprofit organizations, design professionals and design centers, educational institutions, real estate developers, business leaders, and community organizations, as well as public and governmental entities.

Our Town projects should represent the distinct character and quality of their communities and must reflect the following principles:

  •     A systemic approach to civic development and a persuasive vision for enhanced community livability.
  •     Clearly defined civic development goals and objectives that recognize and enhance the role that the arts and design play at the center of community life.
  •     An action plan aligned with the project vision and civic development goals.
  •     A funding plan that is appropriate, feasible, indicates strong and wide community support, and includes a well-conceived strategy for maintaining the work of the project.
  •     Artistic excellence of the design and/or arts organizations, designers, or artists involved with the project.

Projects may include arts engagement, cultural planning, and design activities such as:

  • Arts Engagement
  • Arts engagement projects support artistically excellent artistic production or practice as the focus of creative placemaking work.
  • Innovative programming that fosters interaction among community members, arts organizations, and artists, or activates existing cultural and community assets.
  • Festivals and performances in spaces not normally used for such purposes.
  • Public art that improves public spaces and strategically reflects or shapes the physical and social character of a community.

Cultural Planning

Cultural planning projects support the development of artistically excellent local support systems necessary for creative placemaking to succeed.

  •     Creative asset mapping.
  •     Cultural district planning.
  •     The development of master plans or community-wide strategies for public art.
  •     Support for creative entrepreneurship.
  •     Creative industry cluster/hub development.

Design

Design projects that demonstrate artistic excellence while supporting the development of environments where creative placemaking takes place, or where the identity of place is created or reinforced.

  •     Design of rehearsal, studio, or live/work spaces for artists.
  •     Design of cultural spaces – new or adaptive reuse.
  •     Design of public spaces, e.g., parks, plazas, landscapes, neighborhoods, districts, infrastructure, bridges, and artist-produced elements of streetscapes. Community engagement activities including design charrettes, design competitions, and community design workshops.

When eligible, previous Our Town grantees and their communities may apply to Our Town for a distinctly different project, or a distinctly different phase of the project, from that which was funded.

We understand that creative placemaking projects are often multi-year, large-scale initiatives. Please specify in your application which phase or phases of your project are included in your request for NEA funding. All phases of a project — except for those for facilities noted below — are eligible for support. The NEA reserves the right to limit its support of a project to a particular phase(s) or cost(s). All costs included in your Project Budget must be expended during your period of support.

If relevant to your project, you will be required to provide information in accordance with the National Environmental Policy Act and/or the National Historic Preservation Act.
