Scrap Tire Grants, Deadlines Sept. 28 & Oct. 19

MDEQ grant program is open! Scrap tires pose a fire risk and a human health risk as mosquito breeding grounds. Through grants, scrap tires can be processed and used in paving products for roads, manufactured products and energy production.  

The Scrap Tire Cleanup Grant is available for property owners to clean up old or abandoned scrap tire piles. The MDEQ will give priority to collection sites where tires were accumulated prior to January 1, 1991, as well as collection sites that pose an imminent threat to public health, safety, welfare or the environment. Local units of government and non-profit organizations are also eligible for funding for cleanup days and roadside cleanup grants.  

The Market Development Grants are available to fund up to 50 percent of total eligible costs for projects that demonstrate new or increased uses of scrap tires in manufactured products. The MDEQ will prioritize proposals based on the amount of scrap tire material being used in developing the project or product, demonstration of a new use of scrap tire material and demonstration of a viable market for a proposed product.

The Scrap Tire Law Enforcement Grants are available to the law enforcement community for the purchase, installation and implementation of surveillance equipment used to reduce or eliminate instances of illegal dumping of scrap tires.  

The MDEQ will accept Cleanup Grant Applications with all supporting documentation received on or before Friday, September 28, 2018. Market Development and Law Enforcement Grant Applications will be accepted with all supporting documentation on or before Friday, October 19, 2018.

Rural Energy Grants, Small Grant Deadline Oct. 31

Provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements.

Who may apply?

  • Agricultural producers with at least 50% of gross income coming from agricultural operations, and
  • Small businesses in eligible rural areas.
    NOTE: Agricultural producers and small businesses must have no outstanding delinquent federal taxes, debt, judgment or debarment.

What is an eligible area?

  • Businesses must be in an area other than a city or town with a population of greater than 50,000 inhabitants and the urbanized area of that city or town. Check eligible business addresses.
  • Agricultural producers may be in rural or non-rural areas.

How may the funds be used?
Funds may be used for renewable energy systems, such as:

    • Biomass (for example: biodiesel and ethanol, anaerobic digesters, and solid fuels)
    • Geothermal for electric generation or direct use
    • Hydropower below 30 megawatts
    • Hydrogen
    • Small and large wind generation
    • Small and large solar generation
    • Ocean (tidal, current, thermal) generation

Funds may also be used for the purchase, installation and construction of energy efficiency improvements, such as:

  • High efficiency heating, ventilation and air conditioning systems (HVAC)
  • Insulation
  • Lighting
  • Cooling or refrigeration units
  • Doors and windows
  • Electric, solar or gravity pumps for sprinkler pivots
  • Switching from a diesel to electric irrigation motor
  • Replacement of energy-inefficient equipment

What funding is available?
Loan guarantees on loans up to 75% of total eligible project costs
Grants for up to 25% of total eligible project costs
Combined grant and loan guarantee funding up to 75% of total eligible project costs

What are the grant terms?
Renewable Energy System Grants:
$2,500 minimum; $500,000 maximum

Energy Efficiency Grants:
$1,500 minimum; $250,000 maximum

Are there additional requirements?

  • Applicants must provide at least 75% of the project cost if applying for a grant only.
  • Applicants must provide at least 25% of the project cost if applying for loan, or loan and grant combination.
  • Projects greater than $200,000 require a technical report.
  • Energy efficiency projects require an energy audit or assessment.

Invasive Species Control Grants, Pre-Proposals Due June 13

Michigan Invasive Species Grant Program (MISGP)
The Departments of Natural Resources, Environmental Quality and Agriculture and Rural Development work together to address strategic issues of prevention, detection, eradication, and control for both terrestrial and aquatic invasive species in Michigan.

Projects must support the overalls goals of the MISGP:
• Prevent new invasive species introductions.
• Strengthen statewide invasive species early detection and response network.
• Limit the dispersal of recently confirmed invasive species.
• Manage and control widespread, long-established invasive species.

Eligibility:
• Local, state*, federal or tribal units of government
• Non-profit organizations
• Universities
*State agencies should contact the MISGP contact prior to preparing an application.

The minimum grant amount is $25,000 with maximum grant amounts between $60,000 and $400,000 depending on the type of project.

Invasive Species Control Grants, Pre-Proposals Due June 13

Recreational Soccer Grants, Deadline Oct. 5

Recreational Grant Any league or club currently affiliated with the Michigan State Youth Soccer Association may apply for a grant. The following are ideas for grant topics, but are, by no means, the only ideas that may be successful; outreach to schools to increase membership, setting up a play day or tournament, long-range-planning process, player/coach handbook, financial software, startup newsletter costs, training equipment, coaching education, web page development, computer, software, etc.

Recreational Tournament Grant Recreational Grants totaling $15,000 will be made for the purpose of enhancing existing recreational soccer tournaments within the State of Michigan. Any recreational tournament currently sanctioned by the Michigan State Youth Soccer Association may apply for a grant. Due to the limited nature of the grant monies available, the grants are designed to be small and no grant amount over $3,000 will be awarded. It is anticipated that most grants will be in the $500 range and can consist of certificates, cash or in-kind services.


MSYSA Recreational Grant Package (Recreational Leagues) Recently, the Great Lakes Soccer League, a member organization of MSYSA, ceased operation and expressed their sincerest gratitude to their members, players, parents and the Michigan State Youth Soccer Association. To continue the development and opportunities Great Lakes Soccer League once provided, they’ve donated recreational funds specific to the betterment of youth recreational soccer in Michigan. Recreational grants totaling $30,000 will be made available for the purpose of enhancing recreational soccer club and leagues within the State of Michigan. Any league or club currently affiliated with the Michigan State Youth Soccer Association may apply for a grant.


All 2019 MSYSA Recreational Grant Applications are due on or before October 5, 2018.

Safe Routes to School Mini Grants, Deadline March 2, 2018

The Safe Routes to School program offers mini grants as a way to explore applying the program to your school district. Mini Grants are an excellent way to ease into the Safe Routes to School movement, and start building a culture of walking, biking, and rolling at your school. These grants allow schools and communities to create programs that educate and encourage students to stay healthy and active, and to reduce traffic around schools. Up to $5,000 per school is available, and up $25,000 per school district.

Safe Routes to School Mini Grants, Deadline March 2, 2018

Small Shipyard Grants – Due July 5

Under the Small Shipyard Grant Program, there is currently $9,800,000 available for grants for capital and related improvements to qualified shipyard facilities that will be effective in fostering efficiency, competitive operations, and quality ship construction, repair, and reconfiguration. It is anticipated that about 5-12 applications will be selected for funding with an average grant amount of about $1 million.

The shipyard facility for which a grant is sought must be in a single geographical location, located in or near a maritime community, and may not have more than 1,200 production employees. The applicant must be the operating company of the shipyard facility.  The shipyard facility must construct, repair, or reconfigure vessels 40 feet in length or greater for commercial or government use, or construct, repair, or reconfigure vessels 100 feet in length or greater for non-commercial vessels.

Eligible projects include: (1) capital and related improvement projects that will be effective in fostering efficiency, competitive operations, and quality ship construction, repair, and reconfiguration; and (2) training projects that will be effective in fostering employee skills and enhancing productivity.   For capital improvement projects, all items proposed for funding must be new and to be owned by the applicant.  For both capital improvement and training projects, all project costs, including the recipient’s share, must be incurred after the date of the grant agreement.

Small Shipyard Grants – Due July 5

MI Recycling Grants, Apps Due March 17

Through the 2017 Recycling Infrastructure Grant Program, the DEQ will provide grants to cities, villages, townships, charter townships, counties, tribal governments, municipal solid waste authorities, resource recovery authorities, non-profit organizations, public school districts, local health departments, and regional planning agencies located in Michigan to fund recycling infrastructure projects. Potential infrastructure projects include, but are not limited to: transition from bins to carts, public space recycling containers, creation or improvement of public drop-off recycling, improving existing infrastructure, food waste projects, and electronic waste projects. Household hazardous waste projects and one-day collection events are not eligible for this grant.

The Recycling Infrastructure and Education Grant Programs together have a total of up to $500,000.00 available for grants in fiscal year 2017. Approximately $250,000 will be available under the Recycling Infrastructure Grant Program. The total grant amount requested can be any amount below a maximum grant amount request of $50,000. Grantees are required to provide local matching funds at least equal to 25% of the total grant budget. Local match funding may be greater than 25% of the total grant budget.

Eligible items (This list is not exhaustive)
–Collection and/or processing equipment such as trucks, containers (ex: residential, food waste, electronic waste, public space, public drop-off sites), bins, balers, grinders, conveyors, etc.
–New or improved structure costs such as new buildings or building improvements, new site development or improvements such as a concrete slab or paving, excluding the purchase of real property.
Ineligible Items (This list is not exhaustive)
–Registrations, licenses or permits, fees, taxes, insurance, installation and training costs, office equipment (including computers), indirect or overhead expenses, grant administration, staff expenses, household hazardous waste projects, one-day collection events, etc.

MI Recycling Grants, Apps Due March 17

MDOT Local Bridge Program, Applications Due May 1

The Michigan Department of Transportation (MDOT) is soliciting applications for candidate projects for the Local Bridge Program. To be eligible for bridge funds, the structure must meet the definition of a bridge, defined as a structure with a total clear span of more than 20 feet, measured along the centerline of the roadway over a stream, watercourse, or opening. For a span bridge, this means the clear opening span, measured face to face at the inside of the abutments, is greater than 20 feet. A multi-unit culvert is considered a bridge if the total length, as measured along the centerline of the roadway, is greater than 20 feet and the distance between the culvert units is less than half the diameter of the smallest unit.

All local agencies are encouraged to submit asset management plans for the applications being submitted. A summary of the local agency’s bridge network asset management plan may also be submitted for review.

Replacement
Replacement projects involve replacing the entire substructure, superstructure, deck and
necessary approach work. If a multi-use path or sidewalk is planned but does not currently exist, the estimate needs to clearly indicate the costs of these items. If the project is selected for funding, a master plan showing the path or sidewalk must be provided in order for them to be considered participating in the Local Bridge Program.

Rehabilitation
Rehabilitation is defined as major work required to restore the structural integrity of a bridge, as well as work necessary to correct major safety defects. These projects are required to meet AASHTO guidelines. If a rehabilitation project is over water, a scour analysis will be required during the design phase and the existing foundations will need to be shown to be stable under a scour event. A structure that is not found to be stable during a scour event may not be allowed to proceed to contract. If making the structure stable results in a change in scope, it may be necessary to re-apply during a future call for applications.

Estimated repair costs for bridge rehabilitation projects will vary by the type of work. Include publicly owned utility relocation costs. Examples of rehabilitation work eligible for funding under the program include:
Full deck replacement (with or without painting of steel beams)
Superstructure replacement
Structure widening
Removal of existing bridge without replacement

Preventive Maintenance
Preventative Maintenance applications can be submitted for a single bridge. They may also be submitted for multiple bridges which require similar preventive maintenance work and may be combined into one application. This can include multiple agencies working together to submit one application. A multiple bridge application will count as one of the five applications any one agency is allowed to submit per year. The Region Bridge Councils will review a multiple structure application as one package and will not rate each structure independently. Preventive Maintenance activities are eligible under the Local Bridge Program.

SAFER Firefighter Grants, Deadline Feb. 10

The SAFER grant program is composed of two activities:
Hiring of Firefighters – Career, combination, and volunteer fire departments are eligible to apply
Recruitment and Retention of Volunteer Firefighters – Combination fire departments; volunteer fire departments; and national, state, local, or tribal organizations that represent the interests of volunteer firefighters are eligible to apply

Eligible Applicants
• Volunteer fire departments and combination fire departments may apply for funding under both the Hiring of Firefighters Activity and the Recruitment and Retention of Volunteer Firefighters Activity. Separate applications must be completed for each activity. Applicants are limited to one application per activity, per application period. If an applicant submits two applications for the same activity during a single application period, both applications will be disqualified.
• Career fire departments may only apply for funding under the Hiring of Firefighters Activity. Applicants are limited to one application per application period. If an applicant submits two applications, both applications will be disqualified.
• Municipalities and fire districts may submit applications on behalf of fire departments lacking the legal status to do so, such as those under the support of the municipality or district. The municipality or fire district may submit only one application for hiring per application period for each eligible fire department within the municipality or fire district.
• National, state, local, or tribal organizations representing the interests of volunteer firefighters and individual fire departments (volunteer or combination) may only apply for funding under the Recruitment and Retention of Volunteer Firefighters Activity. Applicants are limited to one application per application period. If an applicant submits two applications, both applications will be disqualified.
